Individual PPO Dental Insurance Without Any Waiting Period?

“I carry a UK Provisional Drivers License. I am insured (completely comprehensive) on my own vehicle. Does the fully licenced driver which I need with me at all times need to be insured to drive my car also (sometimes as being a named driver or included in their very own insurance to travel any vehicle) or may my fully comp insurance cover them also? Please no responses showing me about compare websites as I am already insured
